Arbour Hotel and Residence Pattaya
Stunning hotel with a great 23rd floor restaurant (oanoramic views) and a cool 24th floor sky bar. Unfortunately they don't have a happy hour but the do some promotions (like the 899 baht 2 hour wine buffet). The rooftop is really stunning and it's definitely on my "must visit" list.
